The department of Planning and Development's mission is to maintain and enhance the quality of life for the people of Dallas County. The department achieves this through administration of county ordinances that cover three main areas: Long Range Planning, Development Review, Code Enforcement. 

Long Range Planning: Such activities include the update and maintenance of the County's Comprehensive Plan, which sets goals and land use configurations for the future development of the county. The Comprehensive Plan is a fluid document in that it changes with the goals and focus of the community. Long range planning's primary focus is land use and transportation. 

Development Review: The department is involved in a variety of activities associated with land development in Dallas County. This process involves meeting with developers, realtors, consultants, and citizens interested in development in the county and guiding them through the preparation and processing of applications for zoning, platting or subdivision of property, site plans, and permitted conditional use permits. The department is responsible for the coordination of the review by the various county departments and outside agencies. Department staff serve as the hub for the processing of development applications, communication of the review comments, and resolution of issues raised with development applications and the preparation of staff reports for the Planning and Zoning Commission, Board of Adjustment, and the Board of Supervisors 

Code Enforcement: The department's primary role is to enforce the County's adopted building construction codes, zoning codes, and signage. These requirements provide minimum standards to safeguard life, health, property, and public welfare by regulating the design, construction, quality of materials, use and occupancy, location, and maintenance of all buildings and structures.
